Logging out isn't meant to save you from dying, ergo shouldn't spawn you in a location that is 100% safe every time on returning to the game. I don't think either is problematic, it's just a design choice that GGG has made.
and what im saying it is a bad design choice since what decides whether you live or die when you re-login is the strength of your CPU.

the faster CPU will load graphics and shaders faster, while the worse CPU will take longer to load the map, therefore you will end up dying while the map is loading.

This is where it is flawed.

Then log out in town.

Save and Quit is not meant to save you from Hardcore deaths. It should do the closest thing possible to putting you back in the same situation you were in when you used it, and you should be praising your good luck to have narrowly escaped death and not be complaining about how it didn't go as perfectly as you wanted.

Nobody is disagreeing with the fact that fast computers load faster - it's just not the only consideration. GGG decided that is less important than the sanctity of the capacity for death. It's not a "bad" decision, it's just a decision you don't like.

We understand that it is your opinion that the risk of cpu loading time is more important than the capacity for death and the ability for logging out to save you from it is, but that is your opinion and not shared by GGG. You can't even chalk it up to an as yet undecided element; that was the way it worked in PoE1 and they actively changed it to this instead.
