Repeated stuttering with latency spikes

Hello, I'm experiencing issues with stuttering. It happens in all areas of the game. The network stat spikes up and immediately drops back down, and at the same time that is occurring, the game will stutter / freeze.

CPU: AMD Ryzen 7 7800X3D
GPU: GeForce RTX 4070 Super Founder's Edition
Ram: 32gb DDR5
OS: Windows 11 Home 23H2 OS Build 22631.4602

From all the information gathered, it seems that whenever a new zone is loaded, instance remade or refreshed, or a death occurs the server can swap to another server host which yields packet loss (this was proven in multiple traceroutes taken by various posters and myself) causing severe latency spikes. The FPS is tied to latency, and with the use of lock-step networking in PoE 2, this causes weird desyncing on every lag spike because the client is being forced to wait and catch up to the server. I wasn't a PoE 1 player, but many of those players have said it was an issue in that game as well until they introduced predictive networking. This option isn't available in PoE 2 currently. This issue is also not isolated to one provider due to it being present internationally. The ISP routing to whatever server host GGG has that is causing problems could be a root cause, but this is highly unlikely given how many people have complained of lag. I would wager it's likely a weird server host(s) on GGG's end they have to look into, as well as a networking configuration issue with the game being set to lockstep which favors stable latency. No response from devs so far.
