More Use of Stagger on Player

Stagger is only used on shields.

Can Stagger be improved upon and be used on more mechanics for the player?

Example dodging builds stagger. So you can only dodge x amount of times in a row. Dodging too much will stagger your character.

Your character cannot push by monsters until you are staggered.

Not sure stun and stagger is the same on the player but maybe have stagger shows "stun" progress or interact in some way. Playing melee isn't fun with charge attacks and getting pushed constantly.

Maybe somehow have stun threshold affect Stagger bar somehow.

Example - The executioner boss fight in act 1, his kicks push you back and does no damage. With an improved stagger mechanic, the kick will build up stagger meter and then combo onto the player in either another push or an heavy charge attack.

Example/concept - have certain monsters and bosses have the ability to grab players and do whatever if they are staggered.

If used properly more options can open up for interesting boss fights.
