Stormcaller Arrow and Piercing

Is there a reason for this interaction?

When Stormcaller Arrow pierces, the effect of the skill is largely wasted unless you happen to strike another enemy behind it. It's particularly egregious against bosses.

The buffs to Ricochet and additional passive nodes that provide chain off terrain can help mitigate this effect slightly. However, I find myself wishing that the arrow couldn't Pierce at all. There's nothing more frustrating than firing 3 or 4 of them off at a boss only for them all to harmlessly pass through.

Of course, I'd really prefer for the ability to benefit from Pierce by allowing it to call down the lightning on all the targets hit by the ability, but that might be a bit much.
