Trapped in low tier maps

I just can't get the game to give me higher tier waypoints. I annihilate the content and am way overlevelled and getting bored in low tier maps, getting anything over T4 is almost impossible it seems. I prioritise boss fights, I never die, I full clear maps and I have specced into higher tier map drops on the atlas tree. I ran 80+ maps with 110% MF and I am stuck in T3/T4 maps. I could easily do T10 content but the game will not let me. What am I doing wrong? Is atlas progression really meant to be this bad? I've only dropped like 3 T6s and NONE of them dropped any other maps when I ran them except one unrunnable T7. I have no T4/5/6 left wtf. Reforging 3 to 1 is going to leave me with no maps at all but helps a little I guess. Why doesn't Doryani self infinite T1-5 maps and occasional limited higher tiers? RNG progression is so boring.
