Does Chronomancer Apex of the Moment work?

it's only 20% so maybe I'm just not noticing but I see no indicator on enemies and neither do I really notice a slowdown but maybe I'm wrong, can anyone that has played chronomancer with this confirm?

No, it does not. It's bugged at the moment. There are a few posts up about this in the bug report section.
