Quality of Infernal Hound can not be increased

Tooltip states that improved quality would increase HP of infernal hound but it can not be improved with gemcutter prism.

Agree. Same here. Gemcutter's prism does not work on Summon Infernal hound skill gem! According to the tooltip the hound gains another 20% HP.
