Increased spell damage doesn't work on Arc anymore

Suddenly my Arc-spell doesn't react to any xx% increased spell damage from gear anymore. It's also way lower than before without any respecs. It will nether go up or down if I add or remove gear with increased spell damage but other spells does.

Please help!

This is likely due to your weapon sets. Try moving your wand/focus/staff over to set 2 and see if anything changes.

Now I'm really lost. Yes... If I put my wand and focus in set 2 the "increased spell damage" work on Arc but I can't figure out why it is like this? Can you explain why it works in 2 but not in 1? How are Arc connected to weapon set slots? I have "incresed spell damage" on ex helmet and if I equip/unequip it nothing happens with Arc (all other spells works) if my wand and focus is in set 1 but if I have them in set 2 it works. Now I'm really confused...
