Command skills with conditionals are practically useless

Arsonist and storm mage are the big one.

With a proper minion build endgame, you can not detonate SRS. They spawn in with well above the HP threshold, and even with infernal legion, feeding frenzy etc. it would take longer than their base lifespan to get below that threshold. Having to have a dead skeleton for storm mage is even worse. Minions pretty much never die unless you are fighting a boss with an extremely high damage telegraphed attack.
