Levelling a gem is always net negative VS cutting a new gem. Feels wrong

Picture this:

You cut Enfeeble level 1 on your first character. You then level it to 2, 3, 4, 7, 10, 20, along the way. At the end of this you have one level 20 Enfeeble.

You make a new character? You have to do the whole process over again and waste 7 uncut gems.

If instead, at each of those points you create a new Enfeeble... At the end of it you have 7x Enfeebles of varying levels. Which you can use on alts.

So you're incentivized to tediously unequip and reequip all your gems and supports every time you are going to level them.

The gem system as a whole feels a bit wonky to me. For example you also can't easily get a low-level version of a gem with a higher level character. Meanwhile the player license provided by orb currency in PoE1 (in this case regrets/scours for leveled gems) is gone. Another example is how many uncut level 15 gems I have now (for example) should I just put them on hide on my filter? Seems weird given their seeming obsession with making any loot that drops retain some value (hence their abhorrence for scours/alts).
uncut gems drop like candy though. Also if you were to make a new gem every level, you'd have hundreds and hundreds of gems cluttering up everything. Sorting that just sounds absolutely terrible. I'll just get new ones as i make new chars.

Spirit gems are a bit different, I might have actually make seperate copies of those if i'd been thinking about it.

I do agree with above though that we should be able to use an uncut L15 gem to make a L12 skill if that's the max we can use. Just like how you can use a uncut L3 support to make a L1 support gem.

This is not an issue imo. I have a gazillion gems. Too many.
keeping the gem leveling from poe 1 with a way to transfer gem xp to a new one would have been perfect.
True, up until you Jeweler's Orb or Quality a gem, then of course you'd want to keep leveling it instead of getting a new one. But they really are dolled out like candy, I'm not certain if they sell for anything to vendors, but as is it doesn't seem worth the micro hassle to swap out.

what? why xp tranfer? that's a terrible idea, might as well just give you one gem that scales with clvl then

poe1 does have a way to transfer gem xp.

poe2 actually makes it EASIER to twink new characters, just save up a bunch of gemcutters before rerolling.

heck one of my friends did exactly that. he even slammed some of his level 1 skills with lesser jewellers making them 3 sockets at the earliest possible time.

you dont need to "hunt" for gem upgrades if you've saved a bunch of em up from your main.

heck if its such a big issue, i offer to give free low level uncut gems and lesser jewellers.

open to all forummers, just pm me your discord/ign and i ll hand em over, if i have any left.

It has been said but this just is not the case once you start getting into higher levels and you use jewlers orbs/gemcutters on a skill gem. You then WANT to level that particular gem because it has extra sockets + quality. The system works perfectly fine.

My biggest complaint is that you get far too many skill gem drops. They should have just had a gem vendor that opens up certain level gems once you beat a certain point in the campaign, this way I don't need to keep the bazillion uncut gems I have and it is another form of gold/currency sink.

Isn't this the case already?
Correct me if I'm wrong, but if you remove the current Enfeeble, e.g. level 5, from your skill panel, you can create a new one (level 6) with the uncut skill gem's level instead of upgrading. So you will have both, no?
