High Velocity Rounds - Splinter Support Interaction

Expectation:

The skill High Velocity Rounds when supported by the Splinter support gem breaks armour equal to 15% of the total physical hit.

High Velocity Rounds does mention consuming "Fully Armour Broken" enemies but does not mention being unable to break armour.


Issue:
Currently when the Splinter support is socketed into High Velocity Rounds no armour is broken on an enemy.

High Velocity Rounds has the "payoff" tag which means it cannot inflict the debuff that it consumes. It took me a while to figure that out as well.
