Monk - power change and energy shield interactions

Im not sure if this is meant to happen or if its a bug.

When using falling thunder skill socketed with the gem where it has a chance not to consume a power charge but act as if it did and taking the passive where energy shield increased if a power charge is consumed recently, we aren't getting the energy shield buff after using falling thunder and the gem triggering and not consuming the charge.
