Soul Core of Atmohua not converting to strength

Conversation from requirements as stated on Soul Core of Atmohua does not convert stats. Seems to do nothing at all.

same is happening for men i have a chest piece with one of these and is not doing anything at all

I have the same problem, zero additional str stats from this core in boots and gloves with 100+ str.
