Blood Thorn Wrapped Quarterstaff ilvl 38 significantly low stats

recieved this drop of an ilvl 38 unique staff, Blood Thorn Wrapped Quaterstaff off of the Chimera, the stats of the weapon are significantly lower than other similar ilvl weapons, and even ilvl 48 weapons.

Its a unique leveling item, those are always the stats regardless of iLvl. Not a bug.
