Monk-how do you used the skill charged staff?

I never see it accumulating charges like the bell does.

The bell will charge when I use ice strike, tempest flurry, and regular ark, but charged staff doesn't

Why and what going on

So frustrating that it's not explained how to use this

You have to get power charges to use charged staff.
