Plasma Blast and hourglass interaction/reload mechanic

Not sure if this is a bug but PB doesn't start cooldown until you reload it. It feels really bad to fire PB then switch to my main skill and later want to use PB again only to have to wait for cooldown.

I don't think changing the Merc Reload/load mechanic is a good idea, It gives the class personality. Loading up all your skills before a boss or big pack feels good, like witcher potions it has that kinda feel, but in the middle of combat quick switching to a skill that only starts cooldown on bolt load feels like shit.

Cooldown should start on skill use, like the gun needs to cooldown after a big shot not the skill needs to cooldown. I really love the reload mechanic its super unique but it has funky interaction with support gems that add cooldown.

yeah i just came to post about a similar thing with high velocity rounds, another weird interaction with it is that you swap to the skill, putting it on cooldown, fire your shot, which puts your LMB on cooldown (only that specific variant of it, thankfully) but then you can't reload until the "swap" skill comes off cooldown, which puts it on another 10 second cooldown.

I think a more intuitive way to do this would be to just keep the LMB cooldown mechanic and not prevent you from swapping to or from bolts that are on cooldown, maybe also show the cooldown on the "swap to [x]" ability as well.
