Hard 60 FPS cap

I am unable to reach above 60 FPS in the game. In the menu it works sometimes. I am on a 144 Hz monitor.

I disabled VSync, I disabled Foreground FPS Cap. Still hard capped to 60 FPS. Background FPS Cap works though. No idea what is happening.

5900X, RX 6800

In driver version 24.9.1 Radeon Chill (the in-house FPS cap by AMD) is automatically activated and cannot be deactivated---it is bugged.
I updated my drivers to 24.12.1, and I still cannot disable Chill.

Resetting the driver to factory settings fixed the issue.

I am having the same issues. Using AMD Radeon 6650XT

Tried different settings (windows, AMD, poe), even at the lowest graphics, or lower resolution. My FPS still does not go above 70.
Driver is at 24.12.1, tried factory reset. Still doesn't go above 70.

What is your CPU?

Sorry just got back, my CPU is Ryzen 5 5600.

Does it always stay at 70 FPS, and never higher? Then it might be that you have an foreground FPS cap enabled in the PoE menu. Or VSync enabled, even though I never heard of a monitor with 70 Hz.

FPS changes around +5/-5 without doing anything. All V-sync and FPS capping-related settings are turned off for monitor, AMD, and POE.

It also never goes above the hard cap (which is sometimes 70, sometimes 60 or 25, have to restart the game to get better hard cap) even if I change settings to low. This is actually what bothers me the most, changing to low doesn't even change the FPS.
