AOE skills bug POE 2

Anytime I use a either flask while my lighting rod skill is active on the ground it instantly removes them all. i can recreate it every single time even when im not fighting anything. I cant find anything in my skills or gear that says it would cause this. is it supposed to work like this?

I don't think its been happening the whole playthrough but I'm not 100% sure. I've just noticed it now that I'm in act 2. level 22 mercenary
