Unable to refund connected skill points despite having a separate path through

I circled in red the skill point I want to refund, but I can't do it despite having an alternative path to the beginning on the right side. I'm allowed to refund the skill directly below it, while the skills above it have a separate path too that don't require this specific skill point, so I'm not sure why I'm unable to refund it.

The skill circled in yellow also can't be refunded, I can maybe understand reasoning for it because of the separate weapon skills being used on the alternative path, but that doesn't make sense as reasoning for the red circled skill.

I had some issues before with refunds not registering properly and had to restart the game to clear them up, but this time I restarted the game and it didn't help.
