[PoE 2] Low CPU/GPU usage and FPS in Towns and certain areas

Game definitely needs optimization needless to say Frame Generation implemented asap. Maxed out settings on 5120x1440 brings even non reference 5090 to its knees when playing with others and the screen is full of effects. Needless to say when playing solo, I am experiencing the same crap, I have game capped at 120 PFS ,because it maintains this FPS for 90% of gameplay however during heavy battles on maps or towns there is something weird going on with GPU utilization, frames drop significantly yet GPU is sitting at 50%-70% utilization tops. This is with ROG Astral 5090 and 9950X3D.
