just an idea... have you tried using a different internet provider? e.g. hotspot to your phone or a friend's phone for testing.

edit: nope still happening. im out of ideas.
i guess i found the issue (or issues) 1. bios issue i had to close "c state" (search it. looks like it can cause issue on low usage of cpu like start of loadings) 2. game is on C: disk now. looks like windows can cause this one. 3. if you are using wifi, there are some settings. https://imgur.com/4HTGuYZ + Allow the computer to turn off this device to save power = disable/off (again search google. device manager > network adaptor > double click to your adaptor > power management tab). good luck edit: nope still happening. im out of ideas.
