Horn OF vashiri i cant use.. HELP

I am in act 2 cruel and got the horn of Vashiri. Talked to the girl at the map. Now says use the desert map to return to the sandstorm.. I know at this time i am just supposed to go up on the caravan and then the quest lady appears and tells me to blow it... She will not spawn and i and bugged and cant proceed... Worked fine on non Cruel.

Ihad to click on the desert map icon that said Path of the traitor and it took me to the next part... WTF?
