Undying drowned explorer

I'm currently in the "Drowned City" of ACT 3 (Normal) and when I try to kill a group of "Drowned Explorer" they die, lay to the ground and then revive with full HP.

I had same issue until I found the one hag that has unique modifier reviving minions. They were off-screen so I had thought it was a bug too but once I killed her and come back to the group of the drowned explorers, they stopped reviving. Hope that helps
