Stop trying to homogenize every monster in the game to the same loot pinata slop. Once you remove hags you'll ask to remove then next more annoying unique monster.
Adapt, the only change that I would consider is making the bubble more visible, or the effect when you're inside the debuff more obvious, but don't nerf or remove it, it gives the game charm and personality.

100% skill issue.
PoE2 has some considerable flaws, but hags don't even come close.
It seems you want enmies that don't fight back and just give you loot.

I'm going to start this post by saying this is just my understanding of the mechanic, because it goes off before I can mouse over the debuff to understand how it works, which is it's own problem. But a mechanic which completely ignores all buildable defenses (except arguably movespeed) is a huge source of NPE when building a tanky character and feels unintuitive to the gameplay loop thus far. I know not to stand in the bad, and that doing so will hurt. But I can build to mitigate most things. Here the survival options are completely binary. Full health or dead.
Add to this the fact that River Hags are a common trash enemy who nerf your only means of survivng their mechanic (movement) and an already unpleasant mechanic gets way, way worse. The bubble, if it stays, should do damage, not insta-kill. High damage is fine! Just don't make my character build invalidated by a trash mob.
It's out of place and I can prove it.
Because if you Bind Spectre the river hag, suddenly she won't cast the bubble anymore. I wonder why could that be?
Bind spectre getting a magical exception is proof that this skill is too special. At the very least they should remove the bubble from river hags on Maps.

Its actually one of my favorite monsters because its a pure mechanic challenge instead of a gear check. Whenever you see a single river hag, then you adjust your gameplay to make sure you don't get stuck in monsters and you bait out the two whirling pools before you go in. I also really like the fact that River Hag manages to make a simple group of zombies feel dangerous again, she has them as her personal bodyguards.
IMO there should be more monsters like that in the game that do something else than just mindlessly rush you or shoot projectiles at you.
Exactly. More monsters like the hag with unique attacks you have to engage with and not just ignore with your gear.

The problem is that Maps have random mooks. Sure, in Act 3, you can dodge the Orb easily if you just learn to play. This might even be true in most maps. But one time you'll find yourself in an enemies/layout combination that makes this undodgeable. Which itself wouldn't be a huge deal if endgame deaths weren't so punishing, but that's another topic, I guess.

I mean... you're not wrong but that's not water hag exclusive. Any monster can be deadly when the broken combination of rare monsters spawn.
GGG needs to balance their "enemy squads" better and most of these problems will not be so frustrating.
