Emergency Reload not working

Was making a build before today's patch, came back and my gem skills were all sorts of bugged. Toxic Growth wasn't displaying any information when inspecting DPS arrow window. Works now, but wasn't able to assign it to weapon slot 1 or 2 before.

Emergency Reload currently not displaying any info, can't assign it to a hotkey, and not sure if this is a bug but I have the skill Plague Burst even though it's linked to my Gas Grenade and it's unusable as a hotkey, is this intended?

Same issue here.
Cannot use or keybind Emergency Reload.
The area of the UI where you would assign what weapon set to use it on is also bugged.
