Item modifier tiers inverted when compared to PoE 1

When I started playing Path Of Exile and learned about prefix/suffix tiers, at first I thought that they were confusing. They went from the bigger value to smaller value with Tier 1 as the best tier.

Now in PoE 2 I see the error of my younger self. It was not confusing. Tier 1 is the best. Now in PoE 2 I have no idea what tier of mod is the best.

I could look it up, but in PoE 1 it was so obvious when thinking for a few seconds. Now I have to look it up.

This way is better, though.

If, for instance, they have 8 tiers of stat X, and after an update they decide to add a ninth tier, they no longer have to go back to re-label the previous tiers to make the new tier "the proper tier 1". Also, with people in poe1 knowing "x tier is this amount of stat", this is a better situation for them as well because "wait, tier 8/max as i knew it had 98 hp, this has 108? How is that possible? Oh, hold on, there's ANOTHER tier of hp now?"

If anything, POE1 got it backwards.

As for whether it's "the best" or not, are you trying to know so you can sell it? Then you're already going through the process of looking up information to sell stuff, look this up too. Are you trying to tell whether it's 'the best' or not in order to use it? Is it better than what you have? Yes? Then who cares.

This just came to mind when I noticed, that the best tier of a mod is now different for some mods.

For example the "+5 to Level of all Minion Skills" mod that is tier 5, is probably the maximum tier for that mod on a scepter, but it wouldn't be so obvious. If it was tier 1, it would be immediately obvious that it's the best possible tier of that mod.

Now tier 5 is not the maximum tier for many other mods.
Yeah it's kinda confusing now, even tho I agree with the OP that it was weird when I started playing PoE1 that Tier1 was the best.

Now I have no idea how many tiers a certain stat has and what tier is considered good. Certain stats probably have different max tiers, so we gotta learn those for every relevant stat.

e.g. Life has maybe 13 tiers, crit has 4 tiers, physical damage has 8 tiers ect. (no true stats, just examples)

I really don't like this new version.
I'm really confused if they're really going to use this format at least they should have stated what the max tier of this mod is.

Or if GGG ever gave a reason for using this I'd love to read it.
