I would say that it should be free for the rest of the game. even on release. This is a game where you can and may want to experiment with your build and passive tree. Farming gold on low lvl to respec 20 points it's not fun at all... especially when you have low dps. And I don't see any downsides here by making it free of charge. So +1

This is probably by design to restrict the speed of meta-chasing, at the cost of those who actually want to legitimately experiment.
Wasted 100k gold to try out elemental storm ascendancy blind on stormweaver to discover it was utterly useless. How do you get that back? Play more! By design. |

Dear devs, repeat after me: "players should not be punished for changes that YOU implement!".
It's not the player's fault their builds got butchered so being forced to farm gold for hours to respec feels unfair. |
