Bug concerning BrambleJack Plate Vest

I don't know if it's a glitch or something else, but I'm using the BrambleJack Plate Vest and it intermittently to almost permanently does not activate the 1000% of melee physical damage taken reflected to attacker modifier, but instead completely nullifies all melee physical damage. Looking for a solution cause it's a little weird to me starting off again after a long time
