Portal in the Act3 constantly sending me to Cruel (cannot travel to present)

Hi,

After completing the game on normal difficulty I am facing following problem.

I can't realisably travel to the present Act3. The portal keeps sending me to the Cruel A1 (imo it should only do it once -> until you reach the camp).

The funny thing is that trying to use the portal on riverbank (after reaching A1 Camp and traveling to Act3 to test) has thrown me to the present Act3 (however it was completely bugged - Waypoint in the camp was inactive).

I've seen a couple similar topic but people say that they've got it back to normal after reaching A3 Present via Various means -> however for me the time travel does not work at all.

Is it supposed to be like this? Are there people for whom after reaching Cruel time travel works normally on the normal difficulty?
