Arcane Blossom notable

We are now nearly 10 months after I saw this pop up while trying mana builds in v0.1.

Tested again in-game today, Arcane Blossom still provides 15% mana regeneration rate instead of recovery, down to the tenths.

If it's intended, a simple "Working as intended" would shut down this issue.
If it's not, it would take very little effort to fix.

In either case, anyone coming here from Google: Don't waste 4 passive points picking this node up.
