POE2: Cast on Freeze can't be activated

I've been having the same problem for a few days. My Cast on Ignite was working just fine, but Cast on Freeze refused to activate.

I tried adding more intellect as the problem started right when I replaced my chest piece (A spirit chest) to a more powerful one (Giving slightly more spirit).
What I didn't notice was that my chest piece had so much intellect on it that I dropped below the requirement for all but three spells.
So I added more intellect through passives, and got my spells back, but it didn't bring Cast on Freeze back to working order.

I tried equipping and unequipping it multiple times, but to no avail.

After a couple more levels, where I poured it into intellect, I was thourghly feed up with it, and decided to start experimenting by replacing the gems.
So I went back to town, grabbed my highest level uncut gems and unequipped Cast on Freeze (And it's supports).
I then made a new version of the first gem that had been attached to Cast on Freeze and put my Cast on Freeze back without any of the previously attached gems.
I then added the new version of the gem (In my case Cold Snap and I immidietly got the option of activating Cast on Freeze.
I replaced the other gems that had been connected to Cast on Freeze, and everything started working.

So I think that there is flag on gems in the support slots, that is set when you go below atttribute requirement, but that subsequently isn't reset when you go above the requirement again.
