How about moving movement speed to implicit on boots?

Movement speed is really important in this game for boss fights.
Losing movement speed when upgrading boots feels bad.
I struggled to find boots with same or higher ms for 3 acts (prioritised weapon though).
Maybe there would be some bases with alternative implicits related to movement.

Agreed. I won't even look at boots without movement speed.
Finished all 6 acts with 0% MS on my boots. It's not required, just convenient.

Especially that MS in POE2 is now an actual defence layer (it was also in POE1 but to a much lesser degree)
It would also be cool to scale the amount of MS with base lvl instead of making it random

What he means is all boots would have some MS, as an impicit mod (with some variance, depending on base), and you remove it from the explicits' mod pool.

It's not a bad idea in my opinion. Can't think of a reason why not to do it.

Edit : no you're right, I'm wrong, me no read good :) (and I'll leave my stupid reply for all to see it) So yeah, the right move would be to put MS on all boots probably, otherwise the bases without it could become worthless.

MS is too powerful of an affix in a game like this. It seems like utility at first, but actually provides utility+defense+offense all in one. DPS windows open up sooner and easier.

As an example Elden ring requires you to sacrifice your defensive stats for mobility and that mobility is only in the dodge roll.

Only time it becomes useless stat is raw EHP/DPS checks, where the player cannot react, or mindless tank+spank systems.
The other day I got a Unique helmet with a -10% Movement Speed modifier on it, would that help you out per chance? I also got another Unique with elemental damage reduction, which is just fantastic for my elemental Sorceress.
