PoE2: in DX12, Utzaal assets constantly reloading when moving

Whenever I move half a screen, the environment disappears and loads back in. I assume it's because it loads assets of the next prefab, including assets already in memory?

Vulcan seems to be the solution but maybe there's a way to fix it for DX12.

Guess I'll also add a slight nudge to improve the performance in Utzaal. I know my pc is a potato nowadays but Utzaal lags and stutters more than any of the previous zones.

Computer specs:

CPU: 11th Gen Intel(R) Core(TM) i7-1165G7 @ 2.80GHz
GPU: Nvidia GeForce MX330 (2GB VRAM)
RAM: 20GB

Game Settings:

Vulcan works, didn't check DX11
Lowest graphics settings
changing Resolution doesn't seem to fix it
changing Dynamic culling doesn't fix it
changing triple buffering doesn't fix it
