Low FPS depending on which app used to start game.

I browsed some of the low fps threads already but did not find exactly this issue. Started today on a 3070ti machine. Was playing great for the last 4 days at 100+fps, then today was at 20fps.

Found that the GPU goes full load instantly and I'm at 20fps when using the POE2 steam icon, or starting from steam library. If I start the game from the Nvidia app, its back to 100+ fps and runs fine.

DX11, Vulkan, Graphics settings changes had no effect other than a few fps.
