Relic from Sanctum bug

Got a magic relic from Sanctum with 0 mods. Was able to apply only 1 mod with Orb of Augmentation, next attempts shows "Item has no space for more Mods". Mode is hidden? https://imgur.com/a/2Xk6GY8
