Skill Freezing Salvo not equipable in skillbar

I want to report a Bug.

I met the Dex Req. for Freezing Salvo but cant use this Skill.
Minutes before is notice it, I try to fix my Int req. for Herald of ice so i did it on the respec passiv Points.

I fixed it for me..

The Problem:
Respect Dex Nodes to Int Nodes. (for my Herald of Ice)
Freezing Salvo was for my 2nd Weapon swap Passive Tree selected.
After my Respec my 2nd Weapon disabled because not enough Dex (+Dex mod on my Quiver/ Quiver Disabled because "no Bow" equiped).

The Bug:
The Skill was unable to uncheck for my 2nd weapon set.
In my 1st Weapon set was the skill unable to set on my Skillbar.
