Voltaic Mark not triggering on weapon swap

I am not sure what the problem is or if it is intended to work this way: I am using bow and crossbow weapon swap combo. When I mark a target with voltaic mark and swap to the crossbow to kill the target, it will not trigger the nova. I can only guess two possible problems.
1) The mark effect can not trigger because I don't have the bow equipped.
2) I need 52 dex for the skill, but when I swap to crossbow, I only have 45 dex.

I have an issue with voltaic mark as well. I'm on stormcaller sorc, the nova only triggers if I dont have a weapon equipped. Not sure what i'm missing.

Also had this issue. Swapped from quarterstaff to staff for cast speed with mark. Marked with staff, killed with quarterstaff and did not trigger nova. Did not test if the mark's increase shock effect applied.

Also can confirm this. I've been running Voltaic Mark for a while and seeing constant explosions from it. Today was excited to try the idea of having mark booster passives in 2nd weapon set and using the 2nd set to mark and 1st set for everything else, but explosions are no longer happening with this configuration.

Additional details:

both weapons sets were using a bow + quiver in my setup

Not 100% sure about this, but it seems explosions are prevented in both of these sequences:
- mark using 2nd weapon set -> kill using 1st weapon set
- shoot stormcaller arrow using 1st weapon set -> mark using 2nd set before arrow explodes -> arrow explodes and mob dies while staying on 2nd weapon set

i have only been using it with 2 quarterstaffs but if i apply with 1 staff and kill with the other no nova but it still amps shocks
