Rising Tempest not observing Elemental Expression as a recently used skill

Triggering elemental expression as an Invoker Monk is not incrementing damage on skill supported by rising tempest. Tested across multiple different skills - damage on tooltip only increases based on other skills used, never following trigger when using specific elemental skills.

Elemental expression is a skill of all element types. It doesn't matter which element it chooses, the tag itself has all 3 elements. Which is why you can support with all 3 elemental mastery supports and you get +3 levels.

Since it is tagged with all elements it can't ever be a skill of a "different element" to any other skill.
