Cannot upgrade Ember Fusillade

As the title states, I can't upgrade or even get the expanded skill stats for Ember Fusillade.

I'm playing a witch via Steam on PC. I have a wand (Power Siphon) and a sceptre (Discipline) equipped for Weapon Set I and just tried to equip a unique staff (Firebolt and Ember Fusillade) in Weapon Set II. My witch meets all requirements and I'm able to upgrade Firebolt with no issues, but for some reason I can't do anything with Ember Fusillade.

It shows up in my Skills menu, but when I expand the stat details it only says "This information is not available." Unless I expand a different skill first, which causes the EF detail frame to show the previously expanded skill's details instead.

**Edited: I originally had on here that I couldn't bind or cast EF, but that was a player error. :) I didn't realize that EF on my staff is a Triggered skill.**
