[controller] cold snap targetting scheme

Cold Snap will never target a Frostbolt that's behind a non-frozen enemy. It would be great if cold snap targetting on a controller was smarter, i.e. look at the general direction one's aiming in and find the first frozen target or frostbolt instead of a targetting a non-frozen enemy resulting in a dud snap.

I haven't reached cold snap yet, but ice nova right now feels like always targets only irrelevant frost bolts.
1. When you cast your first frostbolt and follow it with ice nova, nova casts on yourself.
2. But when there's multiple frostbolts in the heat of battle, ice nova always targets the one that's outside the battlefield, often even offscreen.

That all happens if you actively run with your left stick, for example, around the target.

upd: With cold snap the second problem becomes irrelevant, but the first one gets worse. It completely misfires instead, wasting mana and doing nothing.
