Unplayable performance with Steam version, no problems with standalone

My config is: win10 22h2, RTX 3080, Ryzen 5800x, SSD, latest drivers, updates etc.
After installing the steam version it looked like it cannot allocate VRAM properly (<2GB), fps were hovering at ~5 even on the start screen.

Installed with the standalone installer to the same drive and immediately got max fps (120 vsynced) with the same settings everywhere. Launched steam version and yes, it still had slideshow performance.
