Ominous Altars Quest

I'm softlocked on this quest in Act 1, the interactions with Finn don't work and progress the quest. This quest worked fine on my first character but fails on my alt.

I have tried completing the altar in Hunting Grounds first before moving to the altars in Freythorn.

I have tried resetting instances.

I have tried re-rolling another character.

I have tried sleeping on things and trying again this morning.

I am still getting this bug, both in Act 1 and now Act 1 Cruel versions of this quest. bug instance 3,974,904,612
