[Merc] Reloading/Ammo Solution

I'm down to 0.2 reload speed with the help of jewels, so it feels kinda good now but the merc skills are the real problem (talking especially about phys skills)

Frag rounds in melee range get shot into the ground instead of fanning out.
Can't add chain support to any skill because they pierce.
Hailstorm rounds have a huge delay after casting (can only be solved with skill speed but that feels like a huge investment just to make 1 skill slightly faster)
Explosive shot initial arrow barely leeches at all even though only 20% fire conversion.
The skills with big magazines are too low dmg with too much movement penalty.
I would absolutely love to see dodging not interrupt reloads at the very least. sucks to be surrounded and think "perfect time for Frag shot" but then shoot once and become useless because you must keep dodging just to live e.g.: boss encounters that have adds (like a lot of adds *cough* rathbreaker *cough* *cough*). I dont mind reloading as a mechanic so much, def needs some tlc. ditching the mechanic would be fine too. idk maybe reloads could just be very short cool downs. whatever makes the merc experience smoother.
Pros for the reloading animation:

If you spam between two type of ammo it looks like the character is masturbating.
The reload animation gets stuck and it is horrid, I am having fun with this class. But it feels like when you are in stress situations like dodging your characters bow gets locked up and continues to jam. You have to press the button over and over again to get it to reset. Instead of nerfing classes, I feel like they should address their class bugs. The merc is a fun class with so many issues. Want to run hard-core with it but will not till this is addressed.
Ditch the individual ammo counts for different skills and just have an "ammo" resource next to the mana bar that all non-grenade skills use. You still have a clip size that dictates when you have to do a repair animation, but you don't spend mana to reload until you're out of ammo.

Make the "Emergency Reload" skill (now granted by every crossbow) automatically trigger when you try to fire while out of ammo, trading in all your mana to refill your ammo. If activated manually, and it's been at least 12 seconds since last activation, you get a buff.
