Skeleton sniper: no cooldown tag

Not sure if bug or not, but...

The skeleton sniper gem does not have a cooldown tag, despite its core function having a cooldown. My grievance is I can't attach ingenuity to it.

If your worried about coding around second wind, just add the "cannot support the abilities of minions" descriptor to second wind.
