Gearing while leveling is too difficult

I see a lot of people complaining about gearing as they work through act 1, and I agree. However, I'd say it extends from there as well, and it's due to the low amount of currency drops and the inability to reroll magic items.

There's also another strange culprit here: Vendors, whose items are already magic nearly all of the time.

Currently I'm (I believe) rounding the end of Act 2. I've had the same quarterstaff since I started the act. It was fine at first, but I'm eating through all of my mana to kill small packs over ~15s at this point. My thought is to get a new weapon. As a veteran of PoE, I figured I'll go to the vendor, see if he has an item I can use, toss a small bit of currency at it and likely come out on top.

But the vendors are already selling magic items, and they're selling magic items with awful affixes. This wouldn't be a problem if I could hit them with an alteration orb, or even a scouring orb. Hell, I could even throw it on the crafting bench and make something decent for some of these.

I'm all for making me work for my rewards, but I haven't even had like a quest reward me with my choice of un-id'd rare weapon. I have a singular alchemy orb and I'm fully ready to commit to hitting a quarterstaff with it...but I can't, not for the life of me. Sure, I've run into similar issues on rare occasion in PoE, but PoE isn't anywhere near as difficult to work through the campaign. I can typically suck it up and find my way to another level up to check vendor stock again, or even find the item I'm looking for as a random drop.

More quest rewards might solve a lot of this, or add the ability to scour an item for an increasing gold cost per use on the same item, or something.

it gets better in act 3 for sure. The loot is something they need to fine tune but it will get better. It was hard for me but I found 1 item and it changed my entire character for the better.

I had this exact issue with my Warrior, I rolled a Monk and that character gets heaps of currency and item drops. So does my Witch. The Warrior still gets told to eat a fat one by the game. No idea why thats happening.
