JAPAN SERVER IS COMPLETELY BUGGED AFTER UPDATE: PLS HELP

After update Japan servers are unable to create any instances, I cannot get past character select screen, and can go to any other just fine. It's only Japan so far having these issues.

I am failing to connect to create any instances at all is the error message
