Tinkerers Tools, Titan and Shrine of Bones

All 3 are not working or not able to be found. Please fix this ASAP. No one can tell me this has gone through a testing period of any sorts if this kind of thing exists. Sorry, I'm frustrated.

Anyway Tinkerer Tools aren't able to be found, Shrine of Bones I can only assume that it just doesn't trigger at all (I found a relic, but no idea if it's related to that) and the thing in Titan Valley is bugged to from what I gather from chat.
