Cant allocate Resolute Technique (solved my fault)

When i hover over Resolute Technique on the skill tree and im 1 node away from picking it it looks like im able to use it but when i get a free skill point and try to take it it say im lacking the requirements... ?????

nvm, was using my 2nd wep set skill points and some weird stuff happend and i figured ito ut.
