High Velocity Rounds + Devastate Interaction

I've been testing some combos in Act 3 and came across something I can't wrap my head around.

Devastate fully breaks armor when applying heavy stun.

However, High Velocity Rounds + Devastate does not seem to break armor when heavy stunning.

Tested with regular Crossbow Shot, Rapid Shot, and Fragmentation Rounds. All works as you would think. As soon as you heavy stun, target's armor is fully broken.

At first I thought the High Velocity Round is consuming the heavy stun simultaneously as it gets "created", but I don't hear the audio queue like I heard with the 3 tests.

Anyone notice this behavior? Am I just understanding something incorrectly?

I have tested this too with the same result. Devastate does not seem to work with High velocity rounds, but does work with fragmentation rounds.
I just tried Splinter (Break armour equal to 15% of Physical Damage Dealt by Supported Skill) and it also does not work. Am I missing something where this skill just can't break armour at all?
It has the "payoff" tag which states "Payoff Skills cannot inflict the Debuff they interact with."
So since this skill interacts with the break armour debuff, it cannot apply the debuff itself.
