Shield Charge can't be used with Raised Shield

As the title says - vast majority of skills can be used while Raise Shield is active, but one skill which would especially benefit from it, the Shield Charge, can't. Pressing the Shield Charge while shield is up does nothing.

Steps to reproduce:
1. Hold down Raise Shield
2. Use any combat skill, like Rolling Slam, Boneshatter or Earthquake
3. Notice the skill executes through Raised Shield
4. Hold down Raise Shield again
5. Use Shield Charge

Result: Shield Charge doesn't execute
Expected: Shield Charge executes, like other combat skills

Same with Resonating Shield, very annoying!
